2005 JUNE: The ratification of The New European Common Market
Constitution ( The ECC-EU )was dealt a defeat by the French and Dutch
citizens. The implications of the defeat will delay Europe's
constitutional treaty at a time in history where the rebirth of the
old Roman Empire can not afford such set backs in the current global
economic market. While the United States remains the one super power
in the world today, the new global powers within the next decade may
be China and India, whose combined populations exceed 2.5 billion
people, 1/3 of the earth's total population. China and India both have
nuclear weapons and both nations are undergoing great economic growth.
Europe's only hope of competing with China, India, and The United
States is to combine the current 25 nation members of The EU into one
economic and military nation just as it was 1,600 years ago before the
fall of the Roman Empire. The citizens of France were unmoved by
their countries president's Jacques Chirac televised May 2005 speech
urging the french to ratify the treaty in order to avoid the threat of
war on the european continent. Luxembourg Prime Minister Claude
Juncker asked for a second vote as the Dutch also voted against the
treaty. The no vote may lead to european eastern block countries being
rejected from joining the EU and the former states of the collapsed
Soviet Union. Only 10 nations of The EU have voted yes
for the constitutional treaty. The EU current members are, Austria,
Belgium, Germany, Greece, Hungary, Italy, Lithuania, Slovakia,
Slovenia, Cyprus, Estonia, Finland, Latvia, Malta, Sweden, Spain,
Czech Republic, Denmark, Ireland, Luxembourg, Netherlands, Poland,
Portugal, United Kingdom. The EU is seeking alternatives to it's
economic woes, such as lifting the
embargo on arms sales to China which was imposed in 1989 after the
Tiananmen Square Massacre. One disturbing fact is that the only two
areas of the globe who could buy enough military arms in quantities
large enough to keep the big European companies alive are China and
The Middle East.
Former US Secretary of State Henry Kissinger warned of a global battle
for energy in a US-India Business Council speech. His comments
centered on the current building of a $4.5 billion gas pipe line
which will run from Iran to India through Pakistan. Current US
Secretary of State Condoleezza Rice expressed concern in a March 2005
speech concerning the pipeline due to
Iran's development of nuclear weapons. Mr. Kissinger stated, "When
nuclear weapons spread to 30 or 40 countries and the global supply of
oil and gas decreases, we will have a world of permanent imminent
catastrophe." The European Union will hold a emergency summit on June
16-17, 2005.
CLONED CARS LEADING TO NATIONAL DATA BASE
2005 JUNE: Cloning cars is being used to describe a new way to steal
cars and get away with it. That used car or truck you just bought
could actually be a stolen one that underwent cloning. And, if it's
recovered, you could be out thousands of dollars. The copying of
vehicles vehicle indentification number ( VIN ) is the latest in
stealing automobiles. The VIN is the thumbprint of
your car. It is the car's DNA and that is the vehicle identification
number, or VIN, which is becoming the latest target for car thieves.
"It" is called car cloning. This is where a stolen car is given the
identity of another car. That is what happened to one SUV. It was
stolen from Virginia and registered in another state with the VIN from
another car. Criminals will steal the VIN of
a parked car either at a car dealership or a shopping center and put
that number on a stolen car. The whole idea behind car cloning is to
camouflage a stolen car and because federal law dictates VIN numbers
must be visible on the front windshield, all a thief has to do is copy
the number, reproduce it and put it on a stolen car of the same make
and model. Using home
computers, scanners, printers and engravers, thieves can re-produce
VIN plates, stickers and fake out-of-state title's to make them appear
legal. The red flag on one New Jersey title is the word filled should
be filed. That is a small detail that falls through the cracks at
local DMV's which ultimately leading to the registration of the stolen
car. "You can scan a document into a
computer today and print it out and then all you have to do is change
a couple of those numbers on that scanned document," says Thomas
Lohmann, the director of the National Insurance Crime Bureau. New York
director, Thomas Lohmann, says there are thousands more out there.
This one of the problems with tracking cloned cars. There is a lack of
communication
between DMV's nationwide. The probability of getting caught is
minimal. It's minimal because there's not enough features in the
system to backstop the holes in it," says Lohmann.
NICB investigator Ed Carlson spent 14 years as detective with the
NYPD's auto crimes unit, this latest trend of car cloning is among the
most intelligent he's seen. During this report, Carlson compared the
VIN on the inside of the driver's door to that of another car part and
it didn't match. "Each individual manufacturer has a different
stamping system where they put numbers and what component parts they
do mark," says Carlson. "The real professional, cloning is what he’s
doing because he’s making money on it," said Sgt. Detective Kenneth
Lamb of the Boston Police Auto Theft Unit. "And you might as well go
high-end because it’s a pretty good job." The thief writes down the
one-of-a-kind Vehicle Identification Number off a parked car. He
then applies those same digits to a phony VIN plate that’s attached to
an identical vehicle stolen in a different state. A few counterfeit
documents later, the cloned car is put up for private sale in the
legitimate used-car market with the buyer none the wiser until the
cops come knocking. "It’s stolen, so we seize the car," Lamb said,
"and if the buyer can’t locate the person who
sold it to them - and many times they can’t, they’re kind of out of
luck." Cloning started showing up locally about four years ago, but
since January, Lamb said, Boston police and troopers from the
Governor’s Auto Theft Strike Force have recovered at least a dozen
cloned cars statewide, including BMWs, Cadillacs and Lexuses. To help
battle the car cloning is the proposal of a national vehicle computer
data base to track all vehicles. As of now, less than ten state's
Department of Safety & Motor Vehicle Registration Office share
information with each other. The ideal of a national, or even a
global data base of VIN, as well as the registered owner of the
vehicles could be in place by 2007. The prospect of this will allow
the state to monitor all vehicles, owners, and will be able to combine
this information with the owners driver license information, which in
many states, have the driver's fingerprint's scanned into a computer
data base in which the driver's license is embedded with bar-code for
identification.
