solution of arsenic would be to a glass of drinking water. It is
fully documentable that people who are IGNORANT and gullible
enough to be lemmings of the RRR cult, along with those hateful
enough to be, comprise only a mere 5% of Americans. But that's
5% too many!! There is no greater sociopathic force in America

Bush unquestionably STOLE the White House in 2000, with
the help of his THUGS and toadies. And in cahoots with Diebold

he did it again in 2004. Networks that had gottem omelet on their
faces 4 years earlier with its confusion over the election returns
were SCRUPULOISLY careful in 2004 with is meticulous exit polls.
Which showed Bush LOSING. However, Diebold's NON-paper-
trail-leaving and UN-verifiable electronic voting machines are
capable of being hacked by computer-savvy KIDS. So if you
don't think a dishonest louse who used thugs 4 years earlier

Oh, they can be VERY sure that it will work. To SOME degree.
But being able to test it would enable them to fine-tune the desired
yield parameters.
I think that if I were in North Korea's shoes, and had perhaps
only 7 or 8 of them, I wouldn't want to waste one on a test.

It's not like they have to invent all this stuff themselves. They could
have got the designs complete from Pakistan or others (maybe Russia
or China). If you have a tested design, there's no need to test.
