Even if it does stop, my neighbor downstairs keeps it on, and it
radiates through the floor.

The A/C and heat use the same system, so there is either A/C or heat,
and the manager controls that. Something is wrong with my heater, so
when they switch from A/C to heat I get heat all the time. It's an old
building.
