Many Russian aircraft are not certificated for flight within the US.
Their altimeters are in meters and the altimeter settings are in bar instead
of feet and inches of Hg.
There are exceptions that allow them to fly into JFK, for example, but such
aircraft are excluded from flight over populated areas.

There are plenty of water bombers in the US and Canada.
Mostly they are ex-military but Bombardier makes an amphibian that is new
construction. (CL214 or CL415 or something)

Gray Davis was part of the problem also. Critics say that he failed to get
some needed resources that were within his power to mobilize (don't remember
the specifics) in a timely manner for one thing.

I'd google too but end up searching for 2 hours and not finding it.

But, I can tell you that the part about the US not having
anything that can carry and dump as much water is absolutely
true -- yes, I know this.
Expensive; probably. "Too expensive" I don't get. Dumps "too
much water," hunh? No downhill run, who cares -- use the planes
with downhill run where you need 'em, use this where it works.
(300 ft sounds to me like low enough to get the top of a
downhill run pretty well.) Image, ego, and arrogance; quite
possibly.
BTW, I'm a conservative.

I would hope to see some heads roll.

I saw a piece that one of the stations covering the fire 24/7 on air ran
about several things that people thought weren't done right and some things
that should have been done that weren't.
