How does the system work there? Can she declare later?

The opinions given above may be mine. They might also
just be what I feel like saying right now, okay?

The two main political parties are beginning the country wide process of
choosing delegates to the nominating conventions.
DC had the first in the nation primary. Dean won against only Sharpton,
Braun, Kuchinich and LaRouche. No delegates were awarded because the
Democratic National Committee wanted DC to vote later in the year. When no
delegates are awarded they call it a straw poll. Historically the primaries
have been made up of straw polls, caucuses, and regular secret ballot
elections. Now 25% +/- delegates are chosen by the rules of the DNC (Super
Delegates, including members of Congress and mayors of large Democrat
cities), Iowa chooses by caucus, and the rest be secret ballot election. It
is not clear how DC's delegation will be chosen. The choosing of delegates
is controlled by party apparatus not by federal law.
In Iowa the party members 'caucus' to choose that state's delegates. The
voters gather in schools, churches, firehouses, and private homes, and
nominate candidates. The candidates' names are read one-by-one, and voters
raise their hands to vote in public for their choice. Delegates are awarded
proportionally by precinct regardless of state wide poll. I believe that a
candidate needs a minimum of 15% to get a delegate from a precinct. This
leads to vote swapping. Kuchinich and Edwards agreed to instruct their
voters to support the other candidate in precincts where the principal
polled less than required minimums.
The rest of the countries delegates are chosen state-by-state by votes for
the candidate. Delegates are awarded proportionally in most states, but
some few states are 'winner take all'. States do not have to hold primaries
on any specific day, there can be conflicts with other states (Super
Tuesday) or they can be on Saturdays or whatever.
After the primaries are completed the delegates meet this summer, Democrats
first then Republicans, to hold the nominating convention.
Most delegates are required to vote for their declared candidate on the
first round of convention balloting. If no candidate receives sufficient
delegates on the first round the convention frees the delegates to vote
their will. This is referred to as a 'brokered convention'.
Some believe that Hilary Clinton is biding her time so that if no candidate
emerges as a clear winner in the primary season she will be chosen as a
compromise by multiple factions at the convention.

I like Hillary.I remember when we spent some time with her at the
White House,I was really tired and nervous(I hadn't slept much the
night before),so I sounded toungue tied,I'm sure,but I don't think she
cared much. Then months later when my mom had surgery,Hillary called
the hospital to ask how my mom was doing.I thought that was really a
nice thing to do,considering how busy she must be.

Definitely, it was a very nice thing to do. I don't think I could handle
visiting the Whitehouse. I'd probably be a mess mentally the whole time.

Perhaps that is a very common effect of being in the Whitehouse; could
explain a lot ;))
