Out of date? I suppose that's why the European Union is considering
something akin to an Electoral vote system. They're just feeling retro?

The same thing was suggested prior to the 2000 election. They'll say the
same thing as they did then: "Well, that's our system and it works!"
They only hate it when it doesn't work in their favor, of course.
