It makes sense when you think of it from a stupid beauracrat point of view.
They can track how busy things are by the # of tickets taken, and if the
system is electronic like our dmv department they can track the service by
how quickly a ticket was given out and then how long before that ticket was
presented to the clerk. This way they can generate interesting excel charts
documenting their usefulness as management in providing excellent
QOS/eliminating an X quantity of clerks in order to cover the costs of
bringing in an efficiency consultant to improve the poor QOS situation.

Using common sense ruins all this by entering reality into the world.
