Nothing is impossible for the British secret services, as long as it
doesn't cost anything! (It's Military Intelligence. There were a lot of
other numbers in the First World War. I think MI9 lasted into my era.)

There were a lot of MI sections during WW1, staring with:
MI 1 Code breaking. Part later merged with MI 6.
MI 2 Russian and Scandinavian intelligence. Later merged with MI 5.
MI 3 Eastern European intelligence. Later merged with MI 5.
MI 4 Intelligence map support. Later merged with MI 5.
MI 5 Security Service (responsible for internal UK and overseas British
territories intelligence).
MI 6 Secret Intelligence Service (responsible for external
intelligence).
MI 7 In WW1, Press control. Section 7b was propaganda.
MI 8 In WW1, Cable censorship. In WW2, signals intelligence group.
MI 9 In WW1, Postal censorship. In WW2, aiding resistance fighters and
recovering Allied troops.
MI 10 In WW1, Military attaches and visiting foreign officers. In WW2
weapons and technical analysis.
MI 11 Field security police.
MI 12 Military censorship.
MI 14 Intelligence agency for the War Office. Was part of MI 3. Replaced
by MI 6.
MI 15 Aerial photography, later aerial defence.
MI 16 Scientific intelligence.
MI 17 Secretariat for all MI departments.
MI 19 Information from debriefing enemy prisoners of war, and defectors.
During WW2. Torture was allegedly used.
There are only MI 5 and MI 6 now. That we know of. MI 5 is run by the
Home Office, and MI 6 by the Foreign Office.
MI 13, MI 18, and MI 20-25 remain classified.
