I've been sexually bribed, if that is a term. But I have never been offered
money for a note. Yep, in Mexico the police is way too corrupt. It is a way
to make up for their low salaries and the "offender" prefers the bribe than
to do it right because going into the right procedures sometimes is even
risky.

you doubt. About a month ago, a friend of mine and his brother (a minor)
were given a beating by EIGHT policemen, and after my friend asked for
their identification numbers he was threatened by their chief, about
"being getting himself in very serious trouble", and threatened him
with arresting his brother (the fight had started because the kid had
been stopped in the street and threatened with being put in their car,
taken to an isolated place, and having the beating of his life). My
friend has sued them, and a friend of him - a lawyer - will be his
defending counsel - the cops have no chance of winning because they were
so stupid they beat them in a crowded street, in front of tens of
witnesses.
The fact is, all trees have some rotting fruit.

Our police are more subtle than that, most of the time. They'll get you
in the van before giving you a good kicking. And I get the impression
that bribes tend to be big ones - it's not worth the risk of taking
small ones - and nothing in the open.
They try to root out the bad apples, but nothing's a hundred percent
(besides %, of course). The offenders usually hang on for a year or two,
suspended on full pay, until just before their case is due to be
considered, then retire on ill-health grounds - stress related. I assume
this is allowed because the figures of bad cops look better if no one is
actually found guilty. It makes me wonder why the illness figures for
the police are so high.
Sometimes it's so bad it makes it to court, but it's rare. At least it's
usually bribes, not killing people.
