cut out christmas shapes in bread slices with cookie cutters and then paint
with colored glitter glue, put holes in top for a string. makes a cute
ornament when it dries, keep on wax paper.
use hand prints to make angels, upside down hand, draw a head on top, draw
hair and halo. draw some feet.
make popcorn balls, there's tons of recipes on line and theyre yummy.
you could cut out and they could decorate paper chains of snowmen,
gingerbread men and christmas trees.

Letters to Santa
Tree ornaments---very easy with colored paper
Have them make a funny Elf and then do a show and tell type thing.
Have them do a calendar for the last days up till Christmas of what they would
like to do each day---right too Christmas Eve and Day.
Have them make up Christmas stories w/pictures and the words that they are
learning and know.
Just a few ideas thrown your way.....

I don't know... most Christmas crafts ARE pretty depressing. But
maybe that's just me...
4-5 is difficult. Not lots of coordination.
Paper snowflakes
Gumdrop trees (styrofoam cones and toothpicks)
help decorate Xmas cookies
Make wisemen and nativity scenes out of paper cones or cups or
styrofoam
bake those stained glass things with the candies that you can then
hang on the tree
dough ornaments
Mostly pretty standard, though. I like the gumdrop trees. :-)

Get a wire hanger, shape in a circle, strip up various bags etc and make a
wreath.

If you have those Fiskar's scissors that come in all the patterns,
even little kids can cut stuff out pretty safely, and the patterns
make them look cool...
