Are normal flourescent lights the same as light therapy lights as far
as spectrum range and effectiveness ?

The hard part is that you need to have a high enough intensity.
The research I saw said that spectrum isn't all that important,
that it's the intensity that is. You can make a light box with
regular fluorescents if you pack them tight enough. They do make
full-spectrum fluorescents, as well, but I don't think you need
them.
