State immediately suspends counselor in Snohomish County for conviction on child
molestation charges
OLYMPIA ¾ The Washington State Department of Health has immediately suspended
the credentials of Steven C. Harris to practice as a chemical dependency
professional and registered counselor (CP00001567, RC00017822). Harris was
convicted of first-degree child molestation in criminal proceedings. This
action, called a summary suspension, means Harris must not practice as a
chemical dependency professional or registered counselor.
According to the statement of charges, Harris was convicted of child molestation
in the first degree by Snohomish County Superior Court in December 2003. Harris
engaged in repeated sexual contact with a child for over two years. Harris has
been incarcerated since December 2003 with an anticipated release date of early
May. A prior order required him to submit semi-annual reports including
notification of criminal convictions. He failed to submit these reports to the
program.
Harris must respond to the charges by May 13 and has until May 3 to request a
prompt hearing to challenge the immediate credential suspensions.
The summary suspension and charging documents are available on Provider
Credential Search
(https://fortress.wa.gov/doh/hpqa1/Application/Credential_Search/profile.asp) or
call 360-236-4700.
The Chemical Dependency Professional and Registered Counselor Programs regulate
health-care professionals for efficiency, responsiveness, informed
decision-making and accessibility. The programs establish, monitor, and enforce
qualifications for licensing, consistent standards of practice, continuing
competency mechanisms and discipline. Rules, policies and procedures promote the
delivery of quality health care to state residents.
