whoever pays; it covers a lot the papers and conventional news don't.

I just wish that our PBS ran the same way.
It could; if every household in the USA that owns a TV receiver [1] paid an
annual licence fee of 200 dollars to run your PBS, think what they could do
with that money :)) The legal status and management arrangements that
make it work here would be a good starting point for working out how to
make it work over there.
Of course, there would be a huge outcry from the people who think they are
getting their current radio and TV stations 'free', and the broadcasting
companies who would feel threatened, and some people would get confused
about 'who owns the company' if it isn't 'the government'.
[1] Cellphones and internet connections are a 'grey area' at the moment,
but I expect the legislation will catch up eventually. With any luck,
before it has become practical to use them as ones main or only means of
accessing broadcast content.
