You've probably conversed with blind people in usenet and 'chat' without
knowing it; I know I have (because sometimes it comes up in conversation).
Computers can be very liberating for blind people, although it would be
easier if web-site designers took blind visitors into account more often.
I'm not blind, but I do 'surf' with images and plugins and Java turned off
(or use a text-only browser) and it's surprising how many sites are useless
that way, or severely crippled, just from poor design. That includes some
government sites (UK and US). I'd get very frustrated if I didn't have the
visual option. (I also have sounds turned off, because they are a damned
nuisance mostly).
Plain text can be rendered into sound or touch; images and animations

Not if you use FestVox. You can even set it to put different voices in
different accents, American English, Canadian English, UK English. I

There are many others too.
There are also enabling hardware available such as braille
screenreaders and specialized input devices. Some blind also cannot
hear, or have no working hands, etc..
Dragon Dictate, Naturally Speaking, is useful for professionals who want
to free up time from the secretary or dictationist, physicians and
lawyers mostly. It doesn't work as well as the readers that are designed
primarily for use by vision-impaired or reading-impaired people.
