Wisconsin Governor Jim Doyle vetoed a concealed carry bill that would have
provided a licensing system for the legal concealed carry of firearms.
That sounds great to Democrats - ignorant of the legal precedent that has
been set.
To explain. After a case involving a concealed carry charge went to the
Wisconsin Supreme Court, in July of 2003 the WSC ruled that Wisconsin
Statute 941.23 (prohibiting the concealed carry of guns) was in partial
conflict with the Wisconsin Constitution (Article 1, Section 25) passed by
a statewide referendum in 1998. That amendment states "The people have the
right to keep and bear arms for security, defense, hunting, recreation, or
any other lawful purpose."
Statute 941.23 states "Any person except a peace officer who goes armed
with a concealed and dangerous weapon is guilty of a Class A misdemeanor."
The WSC stated in it's 2003 ruling "...(the Constitutional Amendment) will
present a continuing dilemma for law enforcement until the Legislature acts
to clarify the law. We urge the Legislature to thoughtfully examine Wis.
Stat. 941.23 in the wake of the amendment and to consider the possibility
of a licensing or permit system for persons who have good reason to carry a
concealed weapon. We happily concede that the Legislature is better able
than this court to determine public policy on firearms and other weapons."
The law Governor Doyle vetoed was precisely the sort of law required by the
WSC's ruling to end the conflict between the Constitution and state
statutes.
So thanks to Governor Doyle, it is effectively legal for *anyone* to carry
a concealed gun in Wisconsin. They can still be arrested under statute
941.23, but there is no logical way they could be prosecuted since a state
Supreme Court precedent already exists stating that the statute violates
the state Constitution. Legal precedent would also mean that even an arrest
under a statute known by the police to be invalid Constitutionally would
really be a form of harassment.
Brilliant. Doyle has been further shown to be a complete idiot since
lawmakers have tossed out the sweetheart deal he made with the Indian
casinos who bankrolled his campaign. Doyle had made a deal (prior to his
election) for the state to get 5% of the *net* take. In comparison,
Illinois just made a deal with one of the very same tribes that gives the
state 20% of the *gross* take.

Back when he was in the National Guard, George W. Bush used to get
special fake assignments that looked good on paper but were so
impractical there was no way anybody could actually work on them.
One of them was the so-called "Solar Phallus" project, which, according
to its charter, was tasked with building a space ship that would "fly to
the sun".
The problem was, George showed up with a cooler full of Bud and a
month's worth of cocaine, not realizing the whole thing was a joke.
When someone pointed out to him that a space ship that got anywhere near
the sun would burn to a crisp, George replied, "Well, hell, then, we'll
just have to go at night!"
