but it was taking over so i trimmed it ,
but i just bought a new electric hedge trimmer last fall ,
so i got a little carried away , anyway the bush bounced back but ,
its much smaller and only had a few blooms this year ,
i have this other hedge that gets yellow flowers ,
and i trimmed it real hard , and it did the same thing

Assuming your soil is suited to roses (soil test kits are available, and
soil conditioning can alter balances and drainage), it's probably a
matter of pruning and feeding.
Cut them right back (about a foot from the ground if they're shrub
roses, maybe even shorter - standard and half standard roses need
pruning back to near the trunk), and give them a good mulching with
manure; you do make manure from kitchen and garden waste, don't you? If
you don't have manure, and your garden shop doesn't sell it, use a
specific rose fertiliser.
Remove any suckers - they're the root rose (in this country, a dog rose)
coming through, and taking strength from the roots. Good strong growth
gives them the best chance of dealing with viruses and pests.

spray them? Once again, if the plants are strong, they'll put up with
more. It can take a few years to bed in. I have a trailing rose I took a
root for from a Victorian cemetery. It's been in for several years, but
it's taken till now to produce a good show of flowers.

If your roses are infected with virus(es), you must dip your pruners/shears
in cool water with bleach added or you will reinfect with each cut when
you're pruning....

Assuming your soil is suited to roses (soil test kits are
available, and soil conditioning can alter balances and
drainage), it's probably a matter of pruning and feeding.
Cut them right back (about a foot from the ground if
they're shrub roses, maybe even shorter - standard and half
standard roses need pruning back to near the trunk), and
give them a good mulching with manure; you do make manure
from kitchen and garden waste, don't you? If you don't have
manure, and your garden shop doesn't sell it, use a
specific rose fertiliser.
Remove any suckers - they're the root rose (in this
country, a dog rose) coming through, and taking strength
from the roots. Good strong growth gives them the best
chance of dealing with viruses and pests.

i'll have to look in the morning. i don't think they've lost
many leaves, they mostly didn't grow any. there was a fair
amount of winter kill this year, but these are apparently
unaffected branches. i have dwarf roses that made it through
and are blooming pretty well.
i'll let you know about the leaves in my morning.
