Object: Access to Excellence Mediocrity.

the public that the largest system of public higher education in country is
on the right track, and that their children will actually have access to an
affordable college education of reasonable quality if they make it through

Minor Note:
The California State University is the second largest system of public
higher education. The California Community College system is the
largest.
Our buzzword of the moment is "Accountability". Since this is
government, the word must be incorporated into an acronym, in this case
"ARCC" for Accountability Report for Community Colleges. I don't think
we know what we're accounting for and I'm sure we not clear on who we're
accounting to, but by God we'll have a fine looking report on it.

This may be a technicality, but while the community colleges in California
enroll more students than the CSU and there is a community college
Chancellor and Board of Govenors, most of the administrative power still
remains in the 72 elected district boards.
