Okay, granted that General Powell spent about 40% of his life in a
socialistic organization with food and shelter provided, free medical care,
paid moving expenses, basic clothing provided, and, then, moved to another
high governmental position with many other benefits (and not losing the first
state-supported benefits), I doubt that the General is "disaffected" enough
to want to move to North Korea.
