CPS official failed to tell probers of romance with alleged abuser?

A Tucson woman who admitted having a romantic relationship with a man
accused of child abuse in 2004 apparently did not tell state Child
Protective Services investigators then that she was a CPS supervisor, a
CPS report given to the Tucson Citizen says.
Nor did she tell investigators she was the man's CPS case manager less
than three years earlier.
CPS spokeswoman Liz Barker Alvarez said the woman supervised the man's
CPS case from December 2000 to October 2002. Alvarez said she is still a
CPS supervisor in Tucson.
The Citizen is not identifying the woman because she is not charged with
a crime.
Alvarez said no rules bar a CPS worker from a romantic relationship with
a former client, if the relationship begins one year after the CPS case
is closed.
Alvarez said the Department of Economic Security's human resources staff
investigated the "alleged relationship" between the CPS supervisor and
the man "several years ago."
It "found no merit to the allegations" because the relationship began
"over one year after his initial involvement with CPS ended."
Alvarez said once a CPS case ends, "relationships are discouraged" with
clients.
If new allegations of child abuse are made against the same individual,
no CPS rule would bar the CPS worker from continuing the romantic
relationship if the CPS worker is not involved in the new case, Alvarez
said.
"If it is proven that a worker failed to report allegations of abuse,
the worker would be dismissed," Alvarez said.
The woman did not return two calls from the Citizen seeking comments.
In the 2004 case, the woman told police investigators she met the man
"professionally" and the two developed a friendship. She said that in
early 2004, the friendship became "romantic."
In 2001, when the man was arrested on charges of disorderly conduct and
illegally firing a gun, the woman - then his case manager - and the
prosecutor and the attorney handling his children's dependency case were
instrumental in his sentence to a 12-month work furlough instead of
jail, the 2004 report said.
The woman told the investigators in 2004 that she was aware of an August
2002 report, substantiated by CPS, of the man's physical abuse of his
daughter. But she said the daughter lied about the father hitting her.
In the 2004 report, the man's children said they had a positive
relationship with the woman.
The daughter said that on one occasion, her father "tried to hit us with
a belt and (the woman) got between us and took it away." The daughter
also said that "when the father uses profanities and calls them names,
the girlfriend tells him to stop," the report said.
The daughter also said that "once, I told her I'm scared of my dad
because he hits us."
In the report, the woman denied seeing the father discipline the
children or stopping the father from disciplining them. She also denied
that the children confided in her about their fear of the father.
The CPS investigator concluded in the 2004 report: "Despite what are
remarkable and heroic attempts by a child to get the attention of
adults, nothing has been done to protect the children from the father.
"It is clear that any child placed in the care of the father would be at
extreme risk for abuse and neglect."

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
