Even with cooperation and access to one another’s reports, officials
suggest there is a great deal of duplication in child abuse
investigations when two separate agencies get involved.
Authorities from the Sheriff’s Department say that two investigations
are overkill — sometimes ruining criminal cases, and often putting the
child victim through unnecessary hassle. Child Protective Services
officials maintain that the more people who look at the case, the better
likelihood that a sound decision is made.
“The system is set up with a lot of duplication in the hope that out of
the multiple looks at this, we can really come up with a balanced view
of what is going on,” said Norman Dollar, the Deputy Director for the
Desert Region of CPS. “We do have to be careful to try and coordinate
things so that the child is not put through unnecessary stress.”
Despite best intentions, law enforcement says the system is set up for
nothing less.
On an average child abuse case, sexual or otherwise, a responding deputy
first makes a determination if there has been a crime. If he or she
feels it needs investigation, a detective is assigned to the case and
interviews the victim, with a tape recorder on, said Detective James
Wiebeld of the Victorville station.
Then a CPS case worker is assigned, and he or she interviews the child.
Then the child is taken to an assessment center, where the victim is
interviewed again.
“Most children are reluctant to report it in the first place — kids
don’t want to talk about it,” said Detective Sgt. Bob Hughes of the
Victorville station. “How would that make a parent feel, knowing their
child has already been abused, but now they have to go over and over and
over it.”
Detectives also contend that the repeated interviews can taint the true
story. In the recent case of Barbara Taylor, 41, a teenager reported
abuse to authorities and was separated from Taylor, her foster mother.
The victim was then placed back into Taylor’s home, and then her
statements to officials changed.
“The first time they report it, it is fresh in their minds. If they have
to go over it for months, they start to forget and they’ve had more
people in their ears. Why not just use the taped interview and our reports?”
Dollar conceded that duplication had been a problem historically, but he
said that things have changed and the departments work much better
together at this point.
Authorities said that another clash among the agencies is when CPS
begins their case prior to the conclusion of the criminal investigation.
For example, Hughes said, authorities might be honing in on a father who
molested his daughter, but there is no physical evidence. If a CPS
worker arrives to interview the child and alerts the suspect to the
investigation, there is often little authorities can do to conclude the
case.
“Now all the trauma that child has been put through is just going to
continue and get that much worse. Not only did the child come forward,
but then we couldn’t prosecute and the child still lives with that
family member,” Wiebeld said.
Authorities said that there are several CPS employees who understand the
flawed system who chose not to interview children immediately, because
they are very aware of how that can taint an investigation.
“There are some who really understand how imperative this is, that if
they tip someone off, our investigation is basically over with. We
greatly appreciate them,” Wiebeld said.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
