According to an announcement by the Cabinet for Health and Family
Services, seven employees of the Department for Community Based Services
are facing approaching disciplinary actions. These so far unidentified
actions are resulting from a months-long investigation into nearly 400
allegations of wrongdoing by the Hardin County Protection and Permanency
office and DCBS.
Cabinet officials have not said what the punishment measures will be nor
did they identify the individual social workers involved. However, it
would appear by the announcement that justified consequences finally are
going to occur.
But will the measures be enough to provide justice for the families and
children who were victims of the abuse of power? At this point, there is
no clear answer to this question. In fact, unless the punitive actions
are made public, a shadow of doubt and mistrust will continue to fall
across the department.
At this point, what is known is that five of the seven have been placed
on paid leave, two still are working and all seven have been informed
that they face disciplinary action.
What also is known is that some of individuals involved have been
transferred out of the Hardin County DCBS office to other locations in
the state. To us, this seems a bit like taking bad apples from one
barrel and simply tossing them into another. And considering the names
of these soon-to-be disciplined social workers haven’t been made public,
the communities to which they have been assigned have no way of knowing
whether they’re the recipients of one to be disciplined.
And what about those in supervisory positions? Are any of the
individuals who were in positions of authority and giving direction to
the social workers in the field included among the seven to be
disciplined? That, too, is a question that cannot be answered unless
additional information is made public.
Clearly, there are more checks and balances needed within DCBS to ensure
that the mistakes of the past aren’t repeated in the future. Corrective
actions must be made public. DCBS supervisors must document directives
to their direct reports rather than merely voicing them. And new
legislation is needed to provide a criminal consequence for misconduct.
Only through these steps will the public’s trust fully be restored.

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Fatalities CPS 6.4, Parents 1.5
Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
