Social worker, foster parents charged

GRANBY, Mo. — Two foster parents and a state social worker were accused
Monday of smoking marijuana on multiple occasions in the presence of
children in a Newton County foster home.
The Newton County prosecutor’s office filed misdemeanor charges of child
endangerment against Wayne Anthony O’Neal Sr., 32, and his wife,
Christel J. O’Neal, 29, of Granby, and Nova G. Propes, 44, of rural
Neosho, a caseworker with the Children’s Division of the Missouri
Department of Social Services.
Each was charged Monday in Newton County Circuit Court with two counts
of second-degree child endangerment.
A probable-cause affidavit filed with the court states that the O’Neals
had as many as eight foster children and two of their own children
living with them earlier this month when marijuana allegedly was smoked
in their home at 225 E. Newton St. in Granby.
Newton County Sheriff Ken Copeland said investigators from his
department and the state have been investigating the foster home in
recent days.
The affidavit states that a 17-year-old foster child living in the home
recently informed a county deputy of marijuana use in the home and
provided him with pictures she had taken of drugs in the home.
Detective Mike Barnett of the Sheriff’s Department wrote in the
affidavit that a search warrant was executed at the address, and that
drug paraphernalia was found in the master bedroom.
Wayne O’Neal told Barnett on the day of the search that he smoked
marijuana almost every day, two or three times a day, in the master
bedroom, and that his wife and Propes had smoked with him there on
several occasions when Propes conducted in-home visits with one of the
foster children, according to the affidavit.
Christel O’Neal reportedly told Barnett that Propes had smoked with them
in the home on six or seven occasions. The O’Neals’ alleged admissions
confirmed what several of the children told Barnett, according to the
affidavit.
A 13-year-old foster child reportedly told Barnett that the first day or
two that he was staying with the O’Neals between Aug. 1 and Aug. 12, he
woke up feeling as if he were “high.” He said he had smoked marijuana in
the past, knew what its effects were and was familiar with its smell. He
reportedly told Barnett that he had smelled marijuana on several
occasions while staying in the home.
The 17-year-old girl reportedly told Barnett that she was at the house
on several occasions when Propes was visiting and went into the bedroom
with the O’Neals. She said she could smell marijuana smoke coming from
the bedroom. She also claimed to have been in the bedroom on several
occasions herself, and to have spotted marijuana hidden beneath the bed,
on a nightstand and in a dresser drawer.
Three other foster children confirmed details of the other two
children’s accounts to Barnett, according to the affidavit.
No arrests had been made by late Monday afternoon, when the charges were
filed. The sheriff said investigators were waiting on warrants to be
issued once charges were filed.
By the time the charges were filed, the Department of Social Services
could not be reached to determine whether the foster children had been
removed from the home.
Previous charges
Newton County court records indicate that Wayne O’Neal, a foster parent
charged with regularly smoking marijuana in a home with foster children
and his own children present, was convicted last year on misdemeanor
charges of theft and passing a bad check.
He was assessed a fine for one conviction and suspended imposition of a
two-year sentence on the other.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
