Sheriff’s wife embezzled welfare money, food stamps

A former state employee has pleaded guilty to embezzling $194,000 in
federal money intended to help needy families.
Lynn Rosenberg, 50, of Harlowton, pleaded guilty Thursday to theft from
a state government program receiving federal funding, theft of federal
money and aggravated identity theft.
Rosenberg, the wife of Wheatland County Sheriff Jim Rosenberg, worked
for the state Department of Public Health and Human Services as an
eligibility examiner.
Assistant U.S. Attorney Carl Rostad said evidence would show that for 10
years beginning in 1996, Lynn Rosenberg devised a scheme to steal money
by reactivating dormant accounts of clients who had left the area and
creating new case files, taking a total of $194,000 from the food stamp
program and Temporary Aid to Needy Families program.
The food stamp program is funded by the U.S. Department of Agriculture
while TANF is funded by the U.S. Department of Health and Human Services.
An investigation by the FBI and the U.S. Department of Agriculture’s
Office of Inspector General found that Rosenberg reactivated or opened
new files on 46 previous clients and created at least six accounts for
fictitious persons. She made up case notes and sent checks, food stamps
and cards used to make electronic transactions for benefits to post
office boxes she controlled, prosecutors said.
The investigation started after Montana’s Public Assistance Bureau,
while checking Montana beneficiaries against a national database, found
a payment approved by Rosenberg to an Oregon truck driver who had been
making $80,000 a year since 2003. He told the bureau he had not received
benefits since leaving Wheatland County in 1991.
Rosenberg’s attorney Vern Woodward said the state has agreed to drop 14
state felony charges stemming from the investigation because Rosenberg
pleaded guilty to the federal charges.
U.S. Magistrate Judge Carolyn Ostby scheduled sentencing for January and
released Rosenberg without bail.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
