Organization pulls out of DHS review

DENVER – The city's Department of Human Services says the Kempe Center
for the Prevention and Protection and Treatment of Child Abuse and
Neglect is pulling out of a third-party review of the agency.
The review was in response to the deaths of two children who had contact
with the Denver Department of Human Services.
Seven-year-old Chandler Grafner died of starvation in May. Then on
September 24, Denver Police found the body of 3-year-old Nevaeh Gallegos
in a ravine in west Denver. Nevaeh's mother, Miriam Gallegos, and her
boyfriend, Angel Ray Montoya, are accused in her death. Gallegos and
Montoya were released from police custody October 1 because prosecutors
haven't yet gathered enough evidence to formally charge them. As was the
case in Grafner's death, DHS had contact with the Gallegos family within
the past five years.
"We did this to avoid even the slightest appearance of conflict. The
children and families deserve a review that is beyond reproach," said
Dr. Rob Clyman, executive director of The Kempe Center.
"We respect their decision," said Denver Human Services manager Roxane
White.
The Annie E. Casey Foundation, a group spearheading child welfare reform
and the state Department of Human Services will still be a part of the
third-party review.
"We are confident that we will find another organization with the
credentials and depth of expertise in child welfare to work with the
Annie E. Casey Foundation and the State Department of Human Services to
conduct a formal review of our practices," said White.
That process is expected to take at least two weeks.
The unprecedented review will look at child protection practices and
policies. After the review, reviewers will make recommendations on how
to improve practices and policies. The final report will be made public.

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
