PHILADELPHIA - A 5-year-old boy whose father is unable to care for him
will remain in foster care despite efforts by his elderly grandparents
to have him placed in their home.
Morris and Mildred Brasovankin had said child welfare officials were
denying them the opportunity to care for their grandson, Steven
Brasovankin, because they considered the couple too old. Morris is 89
and Mildred is 86.
At a Family Court hearing Tuesday, officials from the city Department of
Human Services, the father's attorney and a child advocate appointed to
represent the boy's interests agreed it was best to leave Steven in
foster care, where he has been since June, court spokesman Jeff
Jubelirer said. No judicial ruling was necessary, he added.
The Brasovankins had wanted the court to place Steven with them until
the boy's father, who has had emotional and financial difficulties, can
care for him. Steven's mother has been in and out of his life, and the
grandparents have been regular caregivers for the boy since his birth.
The grandparents, however, were not considered parties to the case
because it was a dependency issue, not a custody issue, Jubelirer said.
Dependency involves allegations of neglect or abuse of a minor, while
custody usually involves a dispute between biological parents.
The Brasovankins' lawyer, Marc Collazzo, said he could not comment
because the judge issued a gag order. Family Court hearings are closed
to the public.
For now, Steven will continue living with a foster family in Blue Bell,
about 14 miles from his grandparents' home in northeast Philadelphia.
Judge Ann Butchart on Tuesday allowed the Brasovankins to continue their
one-hour weekly visits with Steven at a local social services agency.
She also doubled the father's visitation rights from his current two
hours every other week, Jubelirer said.
Jubelirer said Steven's father is making progress on objectives outlined
by child welfare officials that may eventually allow him to reunite with
his son.
Also Tuesday, Butchart appointed a lawyer to represent Steven's mother
in future proceedings. The mother expressed interest earlier this summer
in a relationship with her son, Jubelirer said.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
