CPS draws new scrutiny, lawmakers taking public look at child deaths

PHOENIX (AP) - State lawmakers are likely to propose more transparency
and other changes for state Child Protective Services after a rare
public hearing on CPS' handling of pending or closed cases in which
three children died, allegedly killed by parents.
Look for it, said Rep. Kirk Adams, the Mesa Republican who will wield
the gavel during the House Government Committee's Sept. 18 hearing.
‘‘These hearings will not meet my own expectations if we can't identify
specific proposals to help CPS better protect children,'' Adams said.
‘‘If we can't find those solutions, it might be a commentary on the
complexity of child welfare, but that certainly is my goal.''
The two cases that lawmakers will examine involved a total of three
Tucson children, including a 5-year-old boy whose body is still missing.
Details on the agency's involvement in the cases were put under a
spotlight when media outlets won a court order for release of records.
An underlying issue is the long-standing debate at the Legislature and
elsewhere over whether CPS removes some children from homes
unnecessarily or is too prone toward lapses that allow children to
remain in dangerous situations.
‘‘Any time that you have children that have interacted with CPS and end
up losing their lives, it's worthy of our attention to determine if
there's something better we can do to prevent that from happening in the
future,'' he said.
CPS officials say the agency's case managers followed procedures and
that the agency welcomes the chance to explain itself now that the
release of the records lifts much of the required confidentiality.
Recent CPS case measurements

Recent trends in Child Protective Service case measurements, drawn from
CPS' semiannual report for Oct. 1, 2006-March 31, 2007:
w New removals stabilized at approximately 3,700 in three reporting
periods, after increasing from 3,349 in mid-2003 and peaking at 4,078
during mid-2005.
w Reports received dropped since late 2005 to 16,612 in the latest
period, down from a peak of 20,242 in late 2003 and early 2004.
w Substantiated reports down to 1,079 in the latest period, compared
with 2,299 in mid-2003.
w Children in out-of-home care at the end of the reporting periods
gradually rose from 7,535 in mid-2003, peaking at 9,906 in mid-2005 and
dropping to 9,773 at the end of the latest period. March 31.
w Placements in shelters for more than 21 days peaked at 1,431 in late
2003 and early 2004, dropping to 705 in the latest period.
w Children leaving DES custody stabilized at approximately 3,500 since
mid-2005, up from 2,500-2,900 in previous years.
w Required visits to foster homes decreased to 66.6 percent in the
latest period from 88.4 percent in late 2003 and early 2004 while
required face-to-face visits with foster children increased to 77.9
percent in latest period from low of 61 percent in mid-2005.
