After waiting weeks to find out whether Child Protective Services did
what it could to protect a 12-year-old Phoenix girl murdered last month,
the agency has provided information that clearly, unequivocally shows . . .
Nothing.
Once again, mum's the word over at the agency that poses the last thin
line of defense for children in this state. The law, it seems, won't
allow full disclosure of the state's involvement with a girl who was
burned and then beaten to death and left for days in a tiny apartment
with her traumatized little sister.

When we last left CPS in September, its leaders were explaining to
legislators how they did nothing wrong when they intervened in the lives
of Ariana and Tyler Payne, telling police to leave them in the hands of
the man who would later be accused of murdering them. When the agency's
own consultant, a national child-welfare expert, told them what the rest
of us already knew - that they botched it - the head of the agency
announced that they'd been vindicated.
Now comes the skinny on CPS' involvement with Trenay Duchane and her
9-year-old sister, Treshae. Skinny being the operative word.
According to the 2½-page summary, CPS was called on June 14, 2006, after
Reiko Troupe gave birth to a baby exposed to meth. Troupe agreed to work
with an in-home services provider that contracts with CPS and did so for
a few weeks.
On Aug. 1, 2006, the provider noted that Trenay and Treshae had come to
live with their father, Jeffery Duchane, and his girlfriend, Troupe.
"Ms. Troupe indicated that the children had been brought to Mr. Duchane
by their mother on this and several other occasions to be cared for,"
the report states.
Within a week, Troupe asked for temporary housing, saying Duchane had
pushed her. Three days later, she returned and promptly cut off contact.
Five times, the provider tried to make contact, dropping by and even
sending a letter. Finally, on Sept. 6, 2006, the provider gave up.
On Oct. 4, 2006, a CPS investigator tried to call the family but the
phones had been disconnected and a check of state databases turned up
nothing. So CPS, too, walked away.
Thirteen months later, the family popped up at another address, where
Trenay was found dead and her sister cowering in a shower. Troupe was
charged with murder and Duchane with child abuse. Treshae is now in
protective custody, and Troupe's baby is in foster care.
So did CPS do all it could to protect Trenay and Treshae? Who knows?
They won't tell us who provided services or what services they were
providing so we can evaluate whether CPS too easily gave up and walked
away. They won't tell us anything about their past dealings with the
girls before they were put into Troupe's care.
Heck, they won't even tell us if they had prior dealings with the girls,
though I'm guessing so since Treshae is now in protective custody.
CPS spokeswoman Liz Barker Alvarez said state and federal law allow her
to release only summary information about the girls while in the care of
those charged in her death. "I appreciate that you want more," she said.
"You do have a right in current statute to ask for more."
In order words, the right to sue - again. Just as we had to do with
Ariana and Tyler Payne. Just as we had to do with Brandon Williams,
murdered earlier this year. Just as we'll have to do any time a kid dies
in this state if we want to know whether CPS is doing its job.
Meanwhile, the latest child-fatality report was released this week.
Sixty Arizona children died of abuse or neglect in 2006 - up 20 percent
from just one year earlier.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
