The Establishment clause prohibits government from declaring and
financially supporting religion.
Jeremy Leaming, a spokesman for Americans United for Separation of Church
and State, explained that in this case, the Supreme Court recognizes that
the U.S. Congress opens their meetings with a non-denominational, generic
prayer.
“This kind of praying before legislative bodies is constitutional as long
as it’s universal or one that’s all-inclusive,” said Leaming. “When you get
to praying to a specific deity, it’s a constitutionally suspect situation.”
Rob Boston, also of Americans United for Separation of Church and State
added the Supreme Court basically said, if a local government consistently
uses one religious tradition, then they run the risk of violating the
separation of church and state.

"Constitutionally suspect" is nothing more than anti-religious
expression innuendo that doesn't mean anything; it's a strawman.
The 1st Amendment prohibits any federal law that says that people
cannot pray out loud to a specific deity; but the politician and his
constituency must likewise respect the free speech rights of
politicians who pray out loud to other deities. However, if the people
who voted a given politician into office don't like the way that their
elected representative prays out loud to a certain deity then those
people can replace their representative with someone else.
