Systemic problems in the state’s Department of Children and Families
continue to persist, despite significant steps to addresss needs over
the past year, the Office of the Child Advocate said Wednesday.

Child Advocate Susan Hodgson released two detailed reports on three
children who died last year while under the supervision of the Division
of Youth and Families and a third report on systemic issues within DCF.
Among the problem areas Hodgson found were:
* incomplete risk and safety assessments and failure to use the
assessments to identify safety concerns
* lack of relevant, timely services to help families and keep
children safe
* failure to enforce case plans or use court intervention to
protect children
* lack of supervisory oversight
* lack of accountability
“It is our hope that the state officials will use the information in
these reports to honestly assess the reform efforts,” Hodgson said.
“Reducing caseloads is an important goal. But these cases point to the
absolute need for consistent, quality casework. without it, children
will remain at risk.”
Last year, 23 children in New Jersey died of abuse or neglect, the
lowest annual number recorded, according to DCF. The state has been
working for years to overhaul its system of child welfare services after
a number of children’s deaths drew national attention.

Medical Neglect CPS 14 Parents 12
Fatalities CPS 6.4, Parents 1.5
Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
