Man who betrayed foster system sentenced

He won’t fool anyone again.
Richard E. Conley, a foster parent for Pathway, who was believed to be a
role model and was honored as a hero for his services in 2002, will
serve nine years in prison.
Conley, 69, of 6700 Sherman Church Ave. S.W., Bethlehem Township, pled
guilty in front of Stark County Common Pleas Judge John G. Haas on
Wednesday to counts of rape, gross sexual imposition, four counts of
sexual battery and six counts of disseminating matter harmful to juveniles.
“He was supposed to be protecting children but instead ended up preying
on them,” said Renee Watson, an assistant prosecutor for Stark County
Prosecutor John Ferrero.
For seven years, Conley was secretly betraying the foster care
organization’s trust, said Pathway Executive Director Jim Bridges.
Conley was a contracted foster parent for Pathway.
“He presented himself well on the outside,” Bridges said. “But he was a
different person with children.”
Watson said Conley will be labeled a sexually predator for the remainder
of his life and will have to register every nine months once he gets out
of prison.
“He chose his victims well,” said Watson. “They had emotional or
behavioral issues and were not likely to go to the police.”
The first report of abuse surfaced in October 2006 when the a boy,
receiving medical treatment, revealed that he had been molested by
Conley. The boy was abused several times per month for seven years,
Watson said.
In March, a second victim said that Conley had molested him and showed
him pornographic videos, prompting police to search Conley’s home.
During the search, a third victim came out and also said that Conley had
molested him.
The third boy led police to a stash of pornographic videos in Conley’s
garage, according to court records.
“All the victims are receiving counseling,” she added. “Two have made
profound changes to their appearances and are in new environments.”
Watson pointed out that Conley did not have a criminal record and it
would have been tough for Pathway to predict that he would eventual
become an abuser.
Bridges said Pathway is re-evaluating its entire screening process which
includes reference checks, record checks, inquires with the FBI and BCI
and even a home visit.
“We’re looking for new and different ways to screen so this doesn’t
happen again,” Bridges said

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
