As we knew all along, NCLB was and is just another toss-out TALKING
POINT (lie) to deflect attention from or gain support for Dumbya's
other doomed-to-fail political and foreign policy programs.
Like "War on Terrorism," Social Security reform, "We're Spreading
Democracy," NASA's Mars Mission, Medicare drugs, WMD in Iraq, "We're
Rebuilding New Orleans," and tax cuts create jobs, NCLB is built on
mis- and half-truths, without any substance. But the red-staters and
fundamentalists LOVE this kind of stuff! They buy without question or
reflection anything Bush spews forth.
And now we're seeing NCLB is a cash cow for Bush buddies' no-bid
contracts that by latest estimates have passed the $50-billion mark,
many of those dollars unaccounted for.

"GAO Report Critical Of Schools on Tutoring"
Failing U.S. schools that are required by federal law to provide
students with extra tutoring are not making sure the teaching is
effective or in line with existing programs, congressional auditors
reported.
Companies providing tutoring "did not have any contact with teachers"
in about 40 percent of districts surveyed, the Government
Accountability Office said. Also, no states provide "a conclusive
assessment" of the value of the tutoring, the GAO said.
The report is the latest in a series by the GAO and others questioning
whether schools failing to meet federal standards will be improved
through the mandatory use of outside tutors, required by the No Child
Left Behind Act.
The law is due for reauthorization by Congress next year, and leaders
of both parties said they need to fix problems with the tutoring
requirement.
School districts that fail in subjects such as math and reading for two
consecutive years must let students transfer to a different school in
the district and then pay for tutoring in the third year.
