There is some truth to what you say but...Reagan had no direct involvement
like Clinton did with signing an EO transferring Energy Department oversight
of propulsion and orbiting science to the frigging Commerce department for
the explicit purpose off circumventing law prohibiting weapons technology
transfers to hostile hands such as the PLA
