Indeed and further still without knowing of course wherefrom the water
originally comes ( the apparent cycle water or Vitellius cycle is as
far as those Curtin, Monash & ANU dudes will go ) , it is publicly
admitted at least that they have not the slighest clue on the proper
way to manage it
The True Geology of course has that answer & as to the proper
management it proceeds from correct agricultural practices ... which I
will not of course give them ! Indeed some well known Collective Crimes

NATION'S AQUIFERS IN CRISIS : EXPERTS

Australia's groundwater resources are poorly managed and increasingly
at risk of over-depletion and degradation, scientists have warned.
They also claim Australia is losing the scientific knowledge and
technical skills to deal with these problems, with "a serious decline
in intellectual capital" occurring in government agencies charged with
managing groundwater use.
In a position paper calling for urgent national reform, a group of
seven of Australia's leading groundwater experts claim uncontrolled
urban and industrial discharges and agricultural intensification are
causing increasingly widespread degradation of aquifers across the
continent. "It is clear that many of our groundwater resources are
overused.
As such, groundwater levels continue to fall past acceptable levels and
this is clearly not sustainable," the paper says. "In some areas the
consequences are far from trivial falling water tables, reduction of
groundwater flow to sustain wetlands, springs and rivers, irrevocably
salinised or polluted groundwater and land subsidence."
The expert group includes CSIRO Water for A Healthy Country flagship
director Dr Tom Hatton, National Centre for Groundwater director Dr
Noel Merrick, former national groundwater policy and technical adviser
Ray Evans and Flinders University Professor of Hydrogeology Craig
Simmons.
Their call for major reform follows the recent issuing of a National
Water Commission report on Sydney's Botany Aquifer (located between
Centennial Park and Botany Bay) which found a serious lack of water-use
data, the presence of "many unlicensed bores" and scant information on
the volume of groundwater available from the aquifer.
Federal parliamentary secretary for water Malcolm Turnbull said these
knowledge gaps regarding a sustainable water resource right in the
centre of Sydney, was indicative of the way groundwater research had
been neglected.
In a paper circulated to all government agencies several weeks ago, the
seven groundwater experts say reducing groundwater use to sustainable
levels must become a key national priority in water reform, and warn
that unless "a myriad of policy, management, institutional, technical,
education and research matters" are addressed Australia will face an
accelerating groundwater crisis.
"The magnitude of the crisis will be even greater if the rainfall
pattern that existed for the first half of the 20th century recurs,"
the paper says. Mr Evans, a former divisional chief and senior research
scientist with the federal Bureau of Rural Sciences, said planning
questions were not being addressed in many groundwater management
plans.
"It is rare to see groundwater management linked to surface water
management in a catchment plan, yet the two are obviously connected.
"Very few groundwater management plans set up any criteria of what they
want the aquifer to look like, so there's a planning problem.
"People aren't saying what's acceptable and what's not. Where do water
levels have to get to before we say there's a problem? Those sorts of
questions aren't being addressed." The environment was usually "a poor
player" in these government management plans, with water-dependent
environments being traded off for wealth generation through irrigation,
he said.
The paper calls for planning that identifies sustainable levels of
groundwater extraction; governments to return overallocated systems to
sustainable levels; licensing, metering and pricing of all groundwater
use; a compliance program to stop illegal use and recommends state and
territory governments establish statutory-based environmental water
allocations.
"The environmental managers must not be the same managers who allocate
water. Environmental managers must have an equal voice at the table
when water allocations are being decided within the context of
sustainable extraction limits," the paper states. "In most cases where
water allocation plans are framed, there is little knowledge, if at
all, of the water requirements of these ecosystems."
Director of the National Centre for Groundwater, Noel Merrick, said
Australia faced "a serious and disgraceful decline" in groundwater
expertise caused by public service job losses and diminishing career
opportunities for graduates. "It is a trend that has gone too far, and
given Australia's current problems with climate change and drought,
this is an area of expertise that should be expanding. But instead,
groundwater has copped it pretty hard with budget and staff cuts that
are creating ridiculous situations."
The ACT has 159 licensed bore water users, with most in rural areas and
57 in the Red Hill and Forrest areas. ACT groundwater licence-holders
are not subjected to water restrictions but are limited by an annual
cap, which can range between 500 and 2000 kilolitres.

Everyone is waiting to see whether Australians will have a set of
politicians with some long term vision. Currently all of them are busy
looking at short term gains to ensure their re election. There is this
serious drought and so far nothing really concrete has been done. There
is
however lots of talk and diversion from the real issues at hand.
How about drilling connection holes and arrange filtration to enable
water
from the wetter regions of Australia to go into the artesian system?
