This reminds me of the fact that the Speed of Bureaucracy appears to be
close to 0. When Clinton came to power as President, it took him 3
months to abandon his promise to put main priority on Jobs for USA
people and change his main priority to Gore's "Green Environment"
program. During his Administration, the largest
downsizing-merging-layoffs by Big Corporations in USA history occurred,
all of them receiving no comment from Clinton who continued to support
his 4 favorite groups: the Entertainment Corporations, Computer
Corporations, Blacks, and Gays.

Since this is a forum on physics, however, I should mention that the
fact that the speed of Bureaucracy is close to 0, arguably explains why
over 99% of USA universities are predominantly composed of Mediocre
people or Ingenious Imitators, including their physics and mathematics
and engineering departments. I call them the Educational Mafia. If
the Italian Mafia had a department of Physics or Mathematics or
Engineering, it still wouldn't make them Creative Geniuses. They'd be
so busy demanding Conformity to the Departmental Mainstream that
Nonconformist new ideas would be rejected outright. The Educational
Mafia works exactly like that. They don't go on strike for "poor
little children" or "poor students", but almost always for their own
salaries and "benefits". Their professor and teacher unions don't
legally defend untenured employees (who are given the hardest teaching
classes) but tenured ones.
