The key segment in that article is:
"They hooked this hybrid cable up to two signal generators, one of which
broadcast a fast wave, the other a slow one. The waves interfere with
each other to produce electric pulses"
They've created traveling waves with group velocity > c but that's not
hard. You can do the same much cheeper by lining up a row of people
with their watches synchronized and each told to raise their hands
at a certain instant. Time it right and the "wave pulse" can travel
at any speed you like. Including "instantaneously" in the case where
each person raises his hands at same time.
But this wave is not propagating information FTL. This is not a new
discovery but a demonstration of an old well known and well understood
phenomenon.
There is a big difference between a sequence of phenomena which you
may point to where the location at which the phenomena occur moves
FTL and the causal propagation of a signal or material object FTL.
