In my opinion, I think the elevator must always be horizontal,
thus, velocity Ve of elevator must be a half of winch. Ve=1m/s (upward)
Velocity Vc of counterweight C must be the same velocity as winch.
Vc=2m/s (downward)
Finally, velocity Vc releative to Ve = Ve-Vc = -1-2 = 3 m/s (downward)
Am I right? Please check my answer.
