Because I have no answer, please help me.(I'll have a entrance exam next week)

The winch W is drawing in cable at a constant rate of 2 m/s as shown
in Fig. Determine the velocity of the counterweight C relative to elevator E.

In my opinion, I think the elevator must always be horizontal,
thus, velocity Ve of elevator must be a half of winch. Ve=1m/s (upward)
Velocity Vc of counterweight C must be the same velocity as winch.
Vc=2m/s (downward)
Finally, velocity Vc releative to Ve = Ve-Vc = -1-2 = 3 m/s (downward)
Am I right? Please check my answer.
