What would happen to an a photon of light incident on an atom in its ground
state with an energy higher than the second energy level but not suffiently
high enough to excite an electron into the third energy level.

The atom would be excited to a virtual level in which all the photon
energy has been absorbed. The virtual level has a very short mean
life and it will decay into the appropriate steady state level,
emitting a photon. This final state photon will have an energy equal
to the amount by which the incident energy exceeded the diference
between the initial and final steady states of the atom.

Franse ,,the electron and photon are boath the same thing in thier
amount .
I found your week point.
You dont understand how a photon is absorbd and ejected.
But then Uncle dumbass couln't answer the simple REFLECTED question.

I'd think there must be some probability of exciting the atom to its
second energy level and the photon leaving with the remainder of the
energy, but haven't tried working it out.

re-ejects.
