Object: Homeland INsecurity
As can be seen, ***George Bush***
dismantled an organizational infrastructure,
that had evolved over many years to handle America's problems,
and replaced it with one monolithic organization, ***Homeland
Security***.headed by one UNQUALIFIED person, ***Michael Chertoff***.
And as can be seen
this disrupted the ongoing activities of the various agencies,
disrupted the chain of command, and put in place a monolithic
organization ***Homeland Security***, with an inexperienced,
UNQUALIFIED, monolithic leader ***Michael Chertoff***,
and in short introduced chaos
where before there had been some semblance of organization.
The following is the resume of the head of Homeland Security.
As can be seen, his main qualification for the job
seems to be that he served as Special Counsel for the U.S. Senate
Whitewater Committee, that was investigating the Clintons.
***Michael Chertoff*** resume.
=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D

Southern District of New York
Assistant United States Attorney
1987 - 1994 United States Attorney=E6=8A=AF Office
District of New Jersey
First Assistant United States Attorney, 1987-1990
United States Attorney, 1990-1994
1994 - 1996 United States Senate
Special Counsel for Whitewater Committee
1994 - 2001 Latham & Watkins
Partner
2001 - present United States Department of Justice
Assistant Attorney General
Criminal Division
=3D=3D=3D=3D=3D=3D=3D=3D=3D
End of the ***Michael Chertoff*** resume.
One has to wonder why Bush, or anyone in their right mind,
would appoint a person totally devoid of experience managing an
organization,
even as small as a Mom and Pop store,
to be in charge to a multi-trillion dollar organization?????
Maybe hanson or someone knows how and why
***Michael Chertoff* got this position.
If anyone can figure this out,
please let me know.

Because whenever you have a large group of people, such as the
population of the United States, it self-organizes and develops a mind
of its own with political leaders being very much like fleas on a dog.
That is, the fleas think that they're in control and order the dog,
say, to move to right, and the dog moves to the right of its own free
will, and the fleas all huddle in a meeting afterwards and rejoice that
their commands are being obeyed. So it doesn't matter who is
supposedly in charge - everybody's in charge, and nobody's in charge in
actuality.
Another cybernetic effect is that you could strip away the entire
govenment right down to the dog-catchers and it would spontaneously
reform in time. For all govenment is is the layer of control whch
forms automatically over any set of systems (it's the metasystem). You
have a bunch of cars out there, you will have traffic control after
awhile.
Hope this helps.

Don makes a good point!
ALL units (Including atoms, etc.) have properties in common,
that causes them to organize into systems, and in turn,
those systems organize into more complex systems, etc.
It may well be that the American units (Citizens)
will organize into a system like the one in France
that held French Royalty liable for the plight of the common folks,
and demand the heads of those responsible for their plight.
As Don put it:
"You have a bunch of cars out there,
you will have traffic control after awhile."
"You have a bunch of <fleas> out there,
you will have <flea removers> after awhile."
As the French Royalty came to know,
those in control of the most powerful, longest lived, control
structures,
are sometimes held accountable when they abuse the structure,
to the ruin of the masses.
So far, Bush has praised, promoted and awarded the most incompetent,
and has fired, demoted, and slandered the competent,
and those more loyal to the Constitution than to George Bush.
It will be interesting to see
if the people will allow Bush to continue to reward incompetence,
and punish competence and respect for the Constitution,
or if heads will roll.
