I was aware that when I shine a red light to my palm, |
I can see red light on the back of my hand. What is the light
that can show the handwriting inside the envolope? Of course
I mean the normal white paper envolope, not the business type
which has patterns printed on it.

It is probably some wavelength of electromagnetic radiation. Try 'opening'
the envelope and removing the paper in a lighted room or in daylight.
Of course, if you want to see the contents of the envelope *without* opening
it, it becomes more challenging.
Try to a frequency that will be absorbed by the ink and not by the paper.
Invisible wavelengths such as gamma rays or ultraviolet lasers sometimes
work.
If this doesn't work, try to find a wavelength that will stimulate the ink
to emit secondary radiation (fluorescence) that will pass through the paper.
High energy X-rays may do the trick.
If this doesn't work try aligning the atomic nuclei of the ink in a powerful
magnetic field and measuring the response of the nuclei to radio waves -
magnetic resonance imaging.
If you are in a hurry, you could try thermal imaging. Just heat the paper
up to about 451° F or more and watch as the letters reveal themselves
briefly.
Your letter carrier probably knows a few more things as well, as does the
local Secret Service agent. Of course, if the letter is not addressed to
you, this activity is called 'tampering with the mail' and is a Federal
offense.

You see red light through your hand because the inside of your hand is
red. Letters and envelopes are white. Any color should do as well as any
other. Try a 100 watt light bulb.

Well, if one makes the assumption that the letter is small enough
so that it's not folded within the envelope, and that the
paper is thin enough (there are some papers which were originally
developed for air mail that are extremely light and thin), then
one can use any sufficiently bright light.
Checks in particular are vulnerable to this sort of treatment,
hence the aforementioned patterned "security" envelopes, which
attempt to interfere with the light transmission and thereby
make the document inside unreadable without actually opening
the envelope.
Note that X-ray is a kind of light (in the more general sense of
electromagnetic radiation; light includes everything from ELF
radio waves to high-energy gamma rays) and might be able to
penetrate thicker materials; hence X-ray's common use in such
things as baggage screening, where the "letter" might actually
be a highly dangerous explosive device and the "envelope" is
a suitcase.
Other techniques not involving light are also possible; IIRC
there was a recent report of at least one scanner which uses
muons, for example.

the gang is in the lounge drinking a movie.

the howl of distant radio sigs bounce around the bridge . a space
image live with the ships tacks drawn on a chart by some one in nyny is
printed on te paper chart via global star.
Our on duty navigator is not on the ship.
