If arXiv or arXiv via Google brands you for over-downloading (their
site calls it "indiscriminate downloading", which seems to mean
facetiously downloading above the number 3 (you're eventually
prohibited automatically from downloading papers if you do it often
enough), try Institut Mittag-Leffler in Sweden. They don't have
everything, but they have some surprising stuff. Yes indeed.

Institut Mittag-Leffler is really astonishing. It takes a while
getting used to. Apparently they aren't in a battle with Microsoft,
which is rather refreshing.

You can't read mathematics, and you can't write English, so what are
you trying to say? Unlike Amazon.com, I'm not going to learn Arabic to

Your business vs my business apparently refers to my typing sensible
papers and your typing one-sentence "idiot" proclamations. Oh, you've

be right, cuz Unc looks at every posting." I don't have stooges and

Look at my reply above to Uncle Al, and I'll continue in the next
paragraph on Mittag-Leffler.
There are over 200 papers downloadable online at Institut
Mittag-Leffler of The Royal Swedish Academy of Sciences, which you can
access under those names (either or both) or Institut Mittag-Leffler -
Preprint Series. This just covers 2000 through 2005. There's not a
word about "indiscriminate downloading". If you get tagged by
Mittag-Leffler, you don't go either to Microsoft or to Google. I've
already downloaded"Spiraling attractors and quantum dynamics for a
class of long-range magnetic fields," by Horia D. Cornean (Aalborg U.
Denmark), Ira Herbst (U. Virginia) and Erik Skibsted (Aarhus U.
Denmark). They're mathematicians. Mittag-Leffler does Mathematical
Physics. You don't like it Uncle Al, go back to chemistry and cook
yourself. The paper seems at least as good as typical arXiv papers.
Apparently Uncle Al has red-tagged me now for daring to recommend
Mittag-Leffler which, unlike arXiv, doesn't red-tag people who
"download too many papers". Has anybody here ever seen a real research
Professor's desk or office? The only sin there is too few papers. But
too much simple knowledge wouldn't enable the Toll-Chargers to pump the
public in public colleges and internet forums. You thought it was
free, eh? These "generous" guys are into indirect advertising. You
go to their colleges and donate money to their colleges (like
University of California, which has over a billion dollars invested in
stocks, bonds, etc.), you pay taxes so they can sit in their versions
of Uncle Al's "cannons" and subscribe to as many journals as they want
for starters and hire as many graduate students as they want to do
their work. There isn't any free lunch.
The 2000-2001 Preprint Series has topics Probability and Conformal
Mappings, while 2002-2003 has two sections, first Math. Control and
Systems Theory, second PDEs and Spectral theory. 2004 is Queuing and
Teletraffic. 2005 is Algebraic Combinatorics.

Oh yes, there's this "shill line" from one of the Uncle Al Imitators:
"Uncle Al doesn't like ignorant people or lazy people." OK, what's
that for? Well, Unc repeats it vulgarly by "Ignoramus" messages,
almost always unexplained by finalistic like my more humorous "case
dismissed" messages. So somebody has to explain to the "dummies" why
they should believe Unc. By indicating that Unc has enough
discrimination to choose only to call ignorant or lazy people
"ignoramuses" (which by coincidence he always does except with a select
crowd of about 5 "heavies" and about 5 "lightweights"), you get a type
of Hollywood brainwashing as though you were looking at Unc from a
different, "inside" perspective.
John F. and Bobby Kennedy used to say that "if it looks like a duck,
quacks like a duck, and walks like a duck, then it is a duck," and they
were great showmen - that's how they won elections basically together
with their Catholic Religion and the Underdog label and Hollywood's
pro-Irish sentiment. The trouble is, Unc looks like a parrot since he
basically says almost nothing except "Idiot," "Uneducable Idiot," and
words to that effect, interspersed by mostly long silences when some of
his opponents put their best stuff out. This is where the "Mirror" guy
comes in and makes it look like Unc knows what he's doing with regard
to being "discriminating". There's also what I call the Dunce Trick.
This is where really Mediocre people, the kind that Unc used to
originally call "idiots" before he extended his power trip to almost
everybody outside his clique, insist that they're right regardless of
what anybody says and either quote from some Bible or sect or some
weird philosophy that allows no differences of opinions just like Unc
mostly. Unc gets credibility from calling Dunce Trick people "Idiots",
so you don't notice that he's calling everybody else idiots -
especially when the the Mirror Trick people keep reminding us that Unc
can't stand ignorant and lazy people.
Surely I'm not serious that Higher Education is a branch of Hollywood?
Well, look at the California teacher unions radio and other ads:
"Governor Schwartzenegger is hurting poor little children's education,"
etc. As I've explained, teacher and professor unions or associations
don't go on strike for poor little children or even for non-tenured
employees, but only for the salaries and perks of tenured employees and
increases in those salaries and perks. Hollywood is alive and well in
Academia, especially in the University of California. But by making
issues look concrete versus "underdogs" (the wrong underdogs - the
public is actually the underdog), people start nodding: "Yes, he's
hurting the poor little children. How nasty."
Now for the real stuff. Take a look at 2002/2003 Mittag-Leffler
preprints on Schrodinger operators in 3 papers on that sie, and one on
the Witten Laplacian by P. Gilkey et al, the Aharonov-Bohm Hamiltonian
and eigenvalue estimates, conic singularities b Robert Seeley, etc.

I meant to type "on that site", not "on that sie", in the last
paragraph of the last posting.
There's also a 2002/2003 preprint "Periodic Schrodinger equation,
adiabatic perturbations, asymptotics of solutions, complex WKB method,"
by A. Fedotov [Fedorov?] and F. Klopp on the Institut Mittag-Leffler
site, and a paper on the quantum cat map, in addition to the papers
cited last time and the earlier Cornean et al quantum dynamics paper
cited.
the 2003/2004 Noncommutative Geometry preprints from Institut
Mittag-Leffler are largely on quantum theory including quantization and
Yang-Mills theory and also superstring and supersymmetry and brane
theory.

Now let's get back to some interesting physics and mathematics
politics.
Not long ago, around the time they were introducing the Quantitative
Biology section, arXiv/Front for the Mathematics arXiv introduced a new
rule that in effect it isn't enough to be in Academia or be referred by
somebody in Academia to contribute a paper to them, but you had to be
referred by somebody who previously contributed a paper which appeared
on their site(s).
What was the purpose of this "increase in freedom" (actually, the
opposite, but words in Academia have a way of taking on multiple
meanings especially at the publishing end)?
You have to go back to the exclusion of Non-Euclidean geometry from
publishing and/or acceptance during the millenia-long Euclidean
geometry reign, the exclusion of Cantor's transfinite arithmetic during
the dictatorship of Kronecker (U. St. Petersburg), Hitler's censorship
of opposing views, Stalin's and Mao's censorship of opposing views, to
find anything comparable. In my opinion, there is never a
justification for putting conditions other than having a Degree in
mathematics or physics for publishing in arXiv or Front For the
Mathematics arXiv, although it certainly doesn't hurt plausibility if
you have an Advanced Degree.
Isn't there a danger of being flooded by somebody with a really
"crackpot" theory? Let's consider my postings to sci.physics, which
Uncle Al and Old Man attack if I put in more than one thread at a time
and sometimes even when I don't. There's almost never a concrete
objection to my postings beyond the words "Ignoramus," "Uneducable
Ignoramus," and/or the rough equivalents. Sarfatti today or yesterday
wrote an indirect criticism which may not have explicitly been about my
papers but in which he indicated opposition to the current "trend" of
not having experimental-observation papers. Yes, there are a few
people around with claims of "machines" that they can do things with
and can never produce at will, and the word "crackpot" might be used to
label them. But my papers don't have this objection. So why would
anybody keep them off arXiv or Front For the Mathematics arXiv?
The clue was "Experiment and/or Observation." Sarfatti and Uncle Al,
and undoubtedly Old Man although he seems to be less active in my
fields, know the Name of the Game in physics and to a large extent
engineering, and to a large extent mathematical physics (a branch of
mathematics) by imitation of physics bureaucracy.
The name of the game is Technological Discipline, but I think most
people know it better under the name Materialism. The corporations
and governments of the world can't control their nations and/or other
nations unless they control the Technology which means engineering and
physics and actually chemistry and those branches of mathematics which
most relate to technology. They have to control Technology from the
Academic world through the Corporate and Governmental worlds. Why?
Let's see.
A. National Security. There are new ideas that the "enemy" can't know
about, no matter how far-fetched.
B. Power. A corporation or university or governmental department has
to compete with its rivals for funding. If you give away the secrets
of your Technology, you go down the drain.
C. Greed. Technocrats have to float or rather insist on the idea that
there's only one theoretical viewpoint in a spiral and
fittest-of-all-theories picture because that eliminates competition.
Most people don't know the difference between competition and the Law
of the Jungle or murder. Teams play games against rival times in
competition. Governments and Corporations used to compete against each
other (now many try murdering each other). Science even at mid-century
around 1950-1960 was for competition. But around that time, secrets
began passing to the "other side", people began moving from one
corporation to another with all their secrets for promotion, professors
did the same for their promotions, and that upset the basic Greed of
Technocrat bureaucracies. So now we have essentially the Law of the
Jungle in corporate merging-downsizing-layoffs and almost everywhere
else.
