Is Dark Matter Quantum Coherent in Astrophysical Scales?

Abstract: There exists a considerable evidence that astrophysical
objects obey quantization rules with a gigantic value of
Planck constant. Nottale and Da Rocha explain the findings
in terms of fractal hydrodynmics modellable in terms of Schrodinger
equation with an effective Planck constant whose general
form is fixed by Equivalence Principle, In this article an
interpretation as a genuine quantum effect based on
quantization of Planck constant allowing dark matter to
be quantum coherent in astrophysical scales is discussed.
The model predicts correctly the value of the velocity parameter
appearing in the gravitational Planck constant and explains
the appearance of its harmonics and sub-harmonics,
A quantum model for the formation of planetary system
is proposed. Some numerical coincidences support
the view that quantum coherent dark matter could be
also responsible for the properties of living matter."

If anyone knows the above guy and familiar with his works. Pls. let
us know if he may have messed himself up. He is a theoretical
bonafide physicist in Finland. Note that with the recent news of galaxy
collision showing 4 blobs. There is really possibility that Dark Matter
is real! And they box in our matter by 10 times. Is there a special
function (beside galaxy stability) that Dark Matter may hold to
our fewer luminous matter. Logic says it is within the realm
of possibility. What else are Dark Matter doing out there if it is
not relevant to our universe and even normal matter. It is to this
possibility that Matt Pitkanen deserves to be heard. My main problem
with his model is if Dark Matter has higher value of Planck constant.
Won't it be in superpositions all the time? But then with no
photons or thermals noises *possibly*. Maybe coherence is possible?
