You can buy a board that listens for Colorado's signal off the shelf.
The Sharper Image sells a wristwatch that does it on command. A GPS
on-board clock is about the size of your desktop computer, unless they
shrank them again.

The oscillator is sized like a rice grain. Its supporting electronics
is a large lunch box. This is much smaller than what preceeds, but
still a bit bulky to wear on your wrist. "8^>)
Recent mapping of the earth's gravitational field revealed a
significant difference between India and USA. So if GR is correct,
these watches aren't worth cats' *****, as time rate is different at
different places anyway (lol)
Not to mention at different altitude, or standing by Anapura.......
