I've just read through the 2004 paper "Study of the anomalous acceleration
of Pioneer 10 and 11" by Anderson and others. Interesting read even if I
didn't follow all the maths.
Have there been any developments in this story since the paper was published
last July?
I know there are several theories out there (wild and otherwise) but do any
claim to account for the _difference_ in the "anomalous acceleration"
between Pioneer 10 and 11?
.

They are discussing a factor of only 0.0000000008 meter/sec^2 at out at 20
AU
Which is amazingly close considering Pioneer 10 took a different path in
space than Pioneer 11 at a different time with different planet positions.
Is the Earth's gravitational constant is known to such precision ?

Yes the Dual Space theory accounts for the acceleration of
8.4x10^-10m/sec^2.
They were not sure of anything till the Pioneer exceeded 20 AU's, The
Sun's gravity woud be M_sG/(20AU)^2 = 1.4x10^-5m/sec^2 which is about
16,880 times A_p but they are able to use the Doppler frequency drift
over quite long periods to determine the presence of the anomaly.

That does not answer the question. And the answer is No.
Have a URL for ref. Dual Space theory?

Pioneer 10 took a different path in space than Pioneer 11 at a different
time with different planet positions, and resulted in different final
velocities and different final accelerations.
Doppler frequency drift it dependent upon many other things, just aging of
the satellite osc. xal will swamp out a measurement that small.

Yes the Dual Space theory accounts for the acceleration of
8.4x10^-10m/sec^2.

The paper puts the figures at 8.55 x 10^-8 for one and 7.84 x 10^-8 for the
other (eg not 10^-10 - not that this makes the measurements any easier!). It
also says these figures have been steady at those values for some time which
I take to mean that they are more likely to be "real" (I note the authors
believe it's probably a gas leak or heat modelling problem).

8e-8 CM/s^2 or 8e-10 M/s^2 take your pick. Units count.

Oops sorry. Egg on face time.
