Many things affect the observed frequency of an oscillator.
Some of these include:
distance - The Hubble Effect
velocity - The Doppler Effect
acceleration - The Galileo Effect
To my knowledge, no one has studied the effects
of jerk, snap, crackle, and pop on observed frequencies,
and I suggest that some young physicist like Gisse
should make a study of the "Jerk Effect",
as it would be fitting for the "Jerk Effect"
to be associated with someone like Gisse.
It is obvious this effect exists,
as can be seen by banging on an oscillator.
As can be seen by reading his works,
Galileo performed many experiments on gravity
and oscillating systems, and what affected falling bodies,
and the frequency of pendulums.
It is interesting to note that over 300 years ago
England sent ships all over the world
with standard pendulums,
to count the oscillations between sun rise and sun rise,
and that Newton used this data to compute many things
about the Earth, including its' shape and size,
the tides in various parts of the world, etc.
Newton was even able to determine who took
faulty data, or had faulty equipment.
Unfortunately few people know that
people like Galileo and Newton understood the
affect of acceleration on oscillating systems,
and Galileo has not received his deserved credit
for his many key discoveries, which opened the
door to modern physics.
No doubt, as the Internet consolidates data,
and makes it available to the masses,
more and more people will recognize Galileo's works,
and the affect of acceleration on oscillators
will come to be known as the "Galileo Effect".

I dare say that Galileo knew that
"gravitational acceleration" affected the frequency of oscillators,
and did not affect "time" itself.
Regarding your comment about
"occult works... hidden from the masses.",
this seems to pretty much sum up General Relativity,
which is not accessible to the masses, including
the engineers, technicians and programmers
who design and maintain sophisticated modern systems,
as GTR seems to be an occult Tower of Babel,
that wastes time, money and minds,
on such pursuits as time travel, warping through space,
rubber rulers and clocks, etc.
What we call time,
is a count of the ticks from one's reference clock.
The best reference clock would have the qualities
of extremely high stability, reliability, transportability,
and economy of cost and maintenance.
And of course, a high output frequency is desirable
so that fine increments of change can be quantized.
I would use my reference clock to define the
spaces and lengths between two points,
by counting the number of ticks of my clock
it took for the leading edge of an electro-magnetic signal
to travel between the two points,
in a homogeneous, stable, environment,
devoid of any objects, or at least as few objects
as possible.
And I would modulate my e-m signal
with a pseudo-random number,
so that I could eliminate artifact.
After I selected my reference clock,
I would measure it to find good reference
distances and lengths, by determining the
time intervals between the most stable
spaces between sets of two points.
As Kepler's Laws seem to be more stable
than distances and lengths,
I would depend upon Kepler's Laws
to define a standard mass.
mass * constant = time interval^3 / time period^2
As the simply serves to equate my reference mass
to some Earthly reference mass unit
such as the mass units used to conduct trade,
I would set the constant to one "1",
so I could pick the most stable mass reference possible,
and that would perhaps best be the Sun,
or for convenience, the Earth's mass could be used as
a reference, and the numerous satellites orbiting the
Earth could be used to monitor the time intervals
and time periods of the satellites to obtain the
right side of the equation above.
True time is the exponential change
associated with all the bosons and fermions
in the universe.
A sort of local environment time
can be associated with the exponential changes
occurring in an isolated environment.

I didn't ask Jeff to visit me,
I asked him to give me a ride on the boat that tj gives him.
But I am beginning to think that you are right about tj.
He claims to be about 50 years old,
but as you say,
he is probably an 80 year old guy,
and is in a Seattle hospital,
recuperating from "givers remorse".
Hopefully "givers remorse" is not fatal
and hopefully tj was not jacking Jeff around,

So I asked him for a tour of the trading scene,
I wanted him to walk me through a trade.
He said all I needed was to ask 20 people... so I did.
He didn't like the " middle men " I found,
he wanted me to email RusAl.COM ( once owned by his friend Abramovich ).
So I did, twice, one week apart... I got no response.
Then he promised me millions, told me that I hardly tried... and vanished.
To his credit, I'm sure he talked to his lawyers
and discovered that the money would just be tied up in court for years
and nothing would be left after my ex, the lawyers and
the tax men all took their share.
Feareless_Johnny, Deep_II and Rod_Down was his second attempt...
What happened ? It's not done yet ? He didn't want me messing up his rugs ?
He couldn't secure my 400 ton Yacht Master's license ?
He couldn't find a place for me to dock ?
I don't know, but I'm guessing that, once again,
he was confronted with something he didn't expect.

and maybe you can be the one that proves this.

using " The Galileo Effect " ?
Due to geological features and the earth's spin,
gravity is slightly different all over the globe.
Does your " The Galileo Effect " handle that ?
Has it proved to be accurate to a one meter change in altitude ?

many things affect the OBSERVED frequency of an oscillator.
1. Distance - the Hubble Effect
2. Velocity - the Doppler Effect
3. Acceleration - the Galileo Effect
4. Jerk - the Gisse Effect
I suggest that anyone with normal intelligence,
and reading comprehension
can understand what the Galileo Effect is,
from reading the four lines above.
But cut to the chase Gisse,
