I really don't have an "agenda", but if I did have one, it would be
the subordination of Engineering and Computers to Physics and to
Mathematics. Why? I think that Engineers and Computer people
dominate the Materialist world and are basically mostly anti-
theoretical overpaid "plumbers" and "car mechanics" who sometimes
reach partial genius as Ingenious Imitators and Technicians but almost
never as Strategists and Creative Geniuses. The Islamists, the Nazis
and communists, all have used Engineers as their technical models.
Fortunately, we're now at the point where the subordination of
Engineering to Physics and Mathematics seems to be the case, provided
that Optimal and Suboptimal Control Theories are reformulated in terms
of Probable Causation/Influence (PI) and Physics.
With the Linear and Linear-Quadratic Regulators, there is no problem
at all, since linearity is a special case of the scalar or matrix
Riccati Differential Equation with the quadratic coefficient zeroed
out. The results are linear. The reason that Engineers and, by the
way, Mathematicians interested in Engineering, obtained the Linear and
Linear-Quadratic Regulators without the Riccati Equation is that they
chose the right (quadratic) functions and indices to minimize by a
remarkable case of dumb luck.
With the (vector) Kalman Filter/Predictor and its relatives, again
there is a least squares procedure (recursive, weighted, iterative,
sequential least squares), but the linearity and affine results are
more subtle and less easily noticed unless one is looking for them
amid the complication of the equations and procedures.
Suffice it to say that at each step in the actual equations used in
Kalman filter-predictors, whether deterministic or stochastic, linear
or affine equations are used or else Matrix Riccati Differential
Equations are explicitly used in their Algebraic form (setting dy/dx =
0, in other words, and using the matrix "analog" of a quadratic).
This doesn't eliminate the field of Engineering, but puts its role
more into perspective and explains why I have argued for years that
engineer-computer based MIT and CalTech, although among the best USA
Universities, are so bureaucratic that they're at the bottom of the
best list, kept afloat by Physics and other fields.
I'll try to get into Nonlinear Filter-Predictors and Regulators later,
but suffice it to say that their centre manifold theories are almost
absurdly complicated and non-intuitive like Algebraic Topology and
Algebraic Geometry as opposed to PI and Fuzzy Multivalued Logics in
Physics.

But there is no such thing as *Physics* without Mathematics at all.
Obviouslly, Physics is the lost child of Mathematics, Physics is the weak
sister, and subservient to Mathematics.
Espically in the field of Quandum Gravity, where anyone tries to apply any
math field to it, especially the arguable unused Raccati cheese formula and
even lesser (now discarded for decades) the bogus unprobable "Causation"
influance theories, which cannot be applied to any "real" fasination
conjered up by the magical mistic kOsher Ducktoe.

I am sympathetic to mathematics being more Fundamental than Physics,
but as of now it looks to me as though they're both equally
Fundamental more or less.
I do have you trapped on the "Raccati cheese" as you called it,
though. There are 1552 papers in arXiv under the keyword "control",
of which category the Riccati Differential and Algebraic equations are
key equations. Of those 1552 papers, 425 are in physics.quant-ph (in
other words, quantum physics), 40 are in physics.math-ph (in other
words, mathematical physics), 62 are in physics.stat-mech (statistical
mechanics), 35 are in physics.soft (soft condensed matter), 13 are in
physics.hep-ph (high energy physics phenomenology), 7 in physics.hep-
th (high energy physics theory), 11 in physics.comp-ph (computational
physics), etc.
In addition to the above, there are 153 papers in arXiv on "optimal
control", 48 papers on "regulator", 43 papers on "least squares", 36
papers with the explicit word Riccati in the title, 25 papers with the
explicit word Kalman in the title, 23 papers with "dynamic
programming" in the title (which is the dual of Kalman filters), etc.
