Xiaolei Zhang's "On the nature of quantum phenomena," arXiv: 0712.4297
v1 [quant-ph] 28 Dec 2007, 42 pages, is a "tour de force" of Zhang's
theory of quantized phenomena as a scenario of phase transitions that
are successive and basically non-equilibrium.
Zhang adopts a non-Probabilistic viewpoint and even claims more or
less that Probability isn't Fundamental in his theory, but his theory
agrees with the conclusions and/or hypotheses/conjectures of Probable
Causation/Influence (PI) that:
1) Phase Transitions are Fundamental to the Universe
2) Superluminal motion is not only allowed but does and/or did occur
in the Universe at a Fundamental level.
In fact, according to Zhang the lowest hierarchy of phase transitions
occurs in a "resonant cavity" formed by all the matter and energy
content of the Universe and quantum processes there are superluminal,
while finite 'universal' speed of light (c) restrictions apply to
(some) higher levels of the hierarchy.
Zhang doesn't discuss PI in his paper, and he is careful to leave many
doors open to what has already been discovered and in many places what
is commonly agreed upon in quantum theory (more than PI does).

Not sure, I don't think that is Xiaolei,
But this is the picture that is attached to his resume;
