From Osher Doctorow

Li (1997) and Steven Weinberg (1972) should be read concurrently and
also Wikipedia http://en.wikipedia.org/wiki/Primordial_fluctuations and
the same with Primordial underscore fluctuations relaced by quantum
fluctuations, spectral density, cosmic inflation, inflaton, etc., or
just access these under their names, e.g., Inflaton Wikipedia as
keywords. Weinberg topics especially relevant to Li are (see his index
for some) Dispersion, Dispersion Relation, fluctuations, Protogalactic
Fluctuations, Perturbations, Small Perturbations, Disturbances, Flux,
Dissipation. I think Perturbations and Small Perturbations are not in
his index, but he discusses them on p. 562 ff (and following), 581-82,
583, and Disturbances on p. 564. Fluctuations and Protogalactic
Fluctuations are also not in his index, but are discussed by him pp.
565, 504, 518, 519, 498, 522 (498 with the capital delta symbol). Flux
has entries additional to his index, including p. 508 (see p. 519 in
this connection). Dispersion is found in addition to his listed pages
in the index on p. 563.
Both Weinberg and Li ultimately attribute many things ultimately to
quantum fluctuations via the Heisenberg Uncertainty Principle (HUP).
PI (Probable Influence) theory regards HUP as at most an approximation
to the tendency of the universe to have microscopic local
Expansion-Contractions in addition to its longer term local Expansion
tendency (at least "recently") and also as an effect of the one-point
(or one-string) versus point-neighborhood definitional difference
between position and momentum which becomes more significant or obvious
on the microscopic level.
