Looks like Lubos Motl was doing the approvals.
He seems to have moved from the US to Europe just
recently:

Looking at the group through Google, it does seem as
though he hasn't approved a post for a while.

Not single-handedly, and not without going through
a few steps. I'm only going to have limited access to
e-mail and newsgroups for the next two weeks.
The group was created in 1984:
Message-ID: <1079711924.6278@isc.org>
There were three proponents:
Proponent: Urs Schreiber <Urs.schrei...@uni-essen.de>
Web page with e-mail address:
http://www.math.uni-hamburg.de/home/schreiber/
Proponent: Lubos Motl <m...@feynman.harvard.edu>
His web page does not include an e-mail address
or contact method.
Proponent: Arvind Rajaraman <araja...@uci.edu>
Web page with e-mail address:
http://www.physics.uci.edu/~arajaram/
The first task is to see if you can contact any of
those three. It's possible that Motl is just distracted
with the move from the U.S. to the Czech Republic and
plans to start moderating the group again. Or
he may have abandoned it.
If we can reach Motl or one of the other proponents,
we can ask them what they want done with the group.
If we can't contact any of them, then we can try
to recruit a replacement moderator or moderators.
Or we might put the group on robo-moderation for
a time. That would keep out most spam, but would
open the door for "clearly inappropriate postings":
(1) Personal attacks;
(2) Discussion that isn't about or related to string theory
(3) Multiple messages that all say the same or very similar things; and
(4) Overly speculative postings and postings that are "not even wrong."
This whole process might is called a "Moderator
Vacancy Investigation."

If you or anyone else would like to e-mail me to
discuss the state of the group further, my
e-mail is <moleski@canisius.edu>.
Or you can e-mail the board at <board@lists.big-8.org>.
Hope this helps.

But then one of his superiors might be tempted to find some real
