Which part of "warning" are people having problems with?
If you are given a half hour warning, how far can you run if you think
your life depends on it?
If a warning system like the Pacific system had been in place, the warnings
would have come up to 2 hours in advance depending on the location.
While those closest would probably not had enough time to do much of
anything, the total loss of life would have been far less than it is
with no warning system.

Surely it is better to run towards the wave if one has no
chance of outrunning it ? The amplitude and force will be less as you
go further towards the sea and the debris will be a lot less as well .
Even if it carries you a km into the sea , you can always swim
back .

I don't know how much time you have after the anomolous low tide, but I
do have the feeling many people waded out to check it out. Then there
was that link frazir posted -- if the wave washes 1700 feet up the
mountain...
New legends of this event included animals in reserves and primitive
tribes who moved inland well in advance of the strike.
Another story, believable, was the couple scuba diving. They didn't
notice much, then returned to shore to find everything obliterated.
