If we place a current-carrying superconducting loop in an external field, a
restoring torque is as usual exerted to align the external field with the
axial vector. Assume in the following that the loop rests in this position so
that net torque is zero.
Now we create a new current-carrying superconducting loop with one half of the
loop coated with a magnetic material of high relative permeability. To my
naive estimation, there now exists a unidirectional force on the coil. Surely
this cannot be correct?

You have a real world psychotic problem with supercons and magnets.
If you claim that physics fails in a trivial pursuit, then you don't
know enough physics. Now add strobe lighys and the transmission from
a 1967 Honda.
Take a thick-walled hollow sphere. Magnetize it across its shell
thickness. One pole is in the interior, one is at the surface. There
is your magnetic monopole. If this gives uou a techno-woodie, it is
because you are abysmally ignorant. There are no magnetic monopoles,
and the the foregoing example isn't one either.
